lang="EN-US">normative</span>,即“应该”遵守)的建议,这些建议正在逐步转变为企业经营的必须条件,虽然与其相对应的系统做法未必已经在一个企业中全部实现。另一方面,作为“标准”,其<span style="mso-bidi-font-weight:bold">合理性</span>有三方面的基础,一是法律法规,即部分条目或其含义因直接援引法律法规而具有强制性;二是经营原则,即部分条目或其含义因符合经营决策的经济理性而具有现实性;三是伦理主张,即其他条目或其含义因遵循道德规范而得以自我支持。<span lang="EN-US"><p></p></span></span></p><p style="mso-bidi-font-weight:bold">安全管理</span>这两项关键责任议题,本标准仅予以概括陈述。公司治理是企业持续发展和承担社会责任的决策支点,是最为关键的内部战略问题,是激励、约束和监督企业内部管理者争取公司价值最大化和社会责任最优化的机制。安全管理则是体现企业持续发展和社会责任绩效的敏感指标,企业必须严格遵守相关的法定要求,并参照专门标准持续改进其管理体系。<span
